There are three letters clipped together, all from Mr. Gresham, Supervisor Negro Education and all on letterhead stationery for Commonwealth of Virginia State Board of Education, Richmond. He asserts that the removal of the principal at Lylburn Downing School is up to the local board of education and superintenant.
