In this letter, likely penned by Col. Charles S. Venable of Lee's staff, Lee informs the Virginia governor of a distilling operation in Rappahannok County that is not only using a tremendous amount of wheat that could potentially aid the war effort, but also is using deceitful methods in the procurement of that wheat.
