In this letter, likely penned by Col. Charles S. Venable of Lee's staff, Lee informs the Virginia governor of a distilling operation in Rappahannok County that is not only using a tremendous amount of wheat that could potentially aid the war effort, but also is using deceitful methods in the procurement of that wheat. Lee seeks the governor's advice on what action to take.
