    Description
    In response to Lincoln's proclamation declaring the slaves within the Confederacy to be free and available for use in the army, the President of the Confederacy proclaims that all negroes will be slaves -- " . . . That the proper condition of the negro is slavery, or a complete subjection to the white man . . ."
