    This report was produced by a team of Washington and Lee University faculty in the School of Commerce, Economics, and Politics. The cover page states that, "This research was financed by Contract No. OEP-D-70-3 with the Office of Emergency Preparedness and the Office of Civil Defense of the Commonwealth of Virginia." The report begins with a Summary of Major Findings. The focus is on the response to the emergency caused by Hurricane Camille and the outcomes of that response.
