dc.description.abstract | Lieber's Code aimed to encourage nations to renew peace. It relied on commanders understanding this goal and being able to apply it in a way that accomplished this goal. . . . In 1874, Czar Alexander II invited agents from 15 European nations to draft a new document. Their work became base of the Hague Convention in 1899.
